  Given the increase in importance of Ultra Wideband (UWB) communications and to reflect the rapidly increasing interest in the area, two international conferences on UWB technologies will be jointly held in Kyoto, Japan in May 2004. The conference features presentations and exhibitions on the innovative results of UWB technologies and theories. The 3rd annual IEEE Conference on Ultra Wideband Systems and Technologies (UWBST2004), following UWBST2003 in Virginia, USA, and the 2nd International Workshop on Ultra Wideband Systems (IWUWBS2004), following IWUWBS2003 in Oulu, Finland, will be jointly held at Hotel Granvia Kyoto, Kyoto, Japan, during May 18-21, 2004.    DE-REGULATED MOBILE COMMUNICATION NETWORKS OPEN ARCHITECTURES & BUSINESS MODELS  
     
  The IST project whyless.com organised a workshop to debate novel regulatory scenarios in mobile and wireless communications. Project findings support the expectation of a substantial market expansion with economical benefits for large and particularly small and medium size enterprises if market entrance barriers can be reduced. De- regulation is considered an important element in achieving a wider industrial participation in the mobile and wireless market segment. 
The workshop will be based on whyless.com project findings but concentrate on the impact of reduced regulation at various layers of mobile service provision. Keynote speakers have been invited to address current European issues in (de)regulation and related issues in the United States of America (see workshop program).

New and emerging information society technologies offer new and promising ways to improve the quality of life for all Europeans. Mobile communications in general and the new "e-mobility" paradigm in particular has the potential to provide citizens with new freedoms, corporations with new ways of working, and governments and administrations new patterns of user friendly interaction with their citizens.

This conference addresses how "e-mobility" will impact upon European society and its constituencies. In particular, the conference brings together multiple perspectives on e-mobility and its potential consequences for sustainability in its widest sense (economical, social, cultural and environmental). In this way, the conference will help to stimulate a European-wide debate on the future shape of a truly European information society.

This high level conference will adopt a declaration addressed to the EU Heads of State Summit, Göteborg on the development of information society policy in general and research policy in particular. The conference results will, moreover, provide input to the development of research agendas within the Fifth and Sixth Framework Research Programme of the European Commission.

   1st European Workshop on Ultra Wideband Technology and Open Mobile Access Networks  
     
  Recent regulatory activity by the FCC concerning Ultra Wide Band radio systems (including its NPRM of UWB, May 2000) have been prompted by advances in commercial UWB development. The potential to exploit scarce spectrum resources in new and efficient ways has stimulated interests amongst researchers, industry players and regulators in this new communications technology.

In order to inform and respond to this interest, the European Commission and the Open Mobile Access Network project (IST Programme) organized the following two workshops:
